The President of the United States takes pride in presenting the Navy Cross (Posthumously) to Leo Daniel Fay, Ensign, U.S. Navy (Reserve), for extraordinary heroism and distinguished service in the line of his profession while serving on board the Destroyer U.S.S. DOUGLAS H. FOX (DD-779), in action against the enemy on 17 May 1945, in the Pacific War Area. Although severely burned and injured, Ensign Fay directed his party in repair work, refusing medical care. His conduct throughout was in keeping with the highest traditions of the Navy of the United States.
