    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Corporal Stephen O’Neill, United States Army, for extraordinary heroism on 1 May 1863, while serving with Company E, 7th U.S. Infantry, in action at Chancellorsville, Virginia. Corporal O’Neill took up the colors from the hands of the Color Bearer who had been shot down and bore them through the remainder of the battle.
