The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Private Reuben S. Smalley, United States Army, for extraordinary heroism on 2 July 1863, while serving with Company D, 104th Illinois Infantry, in action at Elk River, Tennessee. Private Smalley voluntarily joined a small party that, under a heavy fire, captured a stockade and saved the bridge.
