    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Ordinary Seaman John Millmore, United States Navy, for gallant and heroic conduct while serving on board the U.S.S. ESSEX. Ordinary Seaman Millmore rescued from drowning John W. Powers, Ordinary Seaman, serving on the same vessel with him, at Monrovia, Liberia, 31 October 1877.
