The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Boatswain’s Mate Francis Moore, United States Navy, for gallant and heroic conduct in jumping overboard from the U.S. Training Ship Portsmouth, at the Washington Navy Yard, 23 January 1882, and endeavoring to rescue Thomas Duncan, Carpenter and Calker, who had fallen overboard.
