    General Orders No. 3, W. D., 1925

    The Distinguished Service Cross is presented to Joseph Frazier, First Lieutenant, U. S. Army, for extraordinary heroism in action at Tientsin, China, July 13, 1900. Lieutenant Frazier displayed conspicuous gallantry and absolute disregard of personal safety in rescuing, under a terrific enemy fire, the colonel of his regiment, who had fallen mortally wounded.
