The President of the United States takes pleasure in presenting the Distinguished Service Cross to Edward J. Downs, Captain (Infantry), U.S. Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with the 3d Battalion, 28th Infantry Regiment, 8th Infantry Division, in action against enemy forces on 14 April 1945. Captain Downs’ outstanding leadership, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 8th Infantry Division, and the United States Army.

The President of the United States takes pride in presenting the Silver Star Medal (Posthumously) to Edward J. Downs (2350684), Corporal, U.S. Marine Corps, for conspicuous gallantry and intrepidity in action while serving with Company K, 3d Battalion, 7th Marines, 1st Marine Division (Rein.), FMF, in connection with combat operations against the enemy in the Republic of Vietnam on July 28, 1968. By his courage, aggressive fighting spirit and steadfast devotion to duty in the face of extreme personal danger, Corporal Downs upheld the highest traditions of the Marine Corps and the United States Naval Service. He gallantly gave his life for his country.
