    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Boatswain’s Mate William C. Connor, United States Navy, for extraordinary heroism in action while serving on board the U.S.S. Howquah on the occasion of the destruction of the blockade runner Lynx, off Wilmington, North Carolina, 25 September 1864. Performing his duty faithfully under the most trying circumstances, Boatswain’s Mate Connor stood firmly at his post in the midst of a crossfire from the rebel shore batteries and our own vessels.
