The President of the United States of America, in the name of Congress, takes pride in presenting the Medal of Honor (Posthumously) to Private Harry Fisher AKA: Franklin J. Phillips, United States Marine Corps, for extraordinary heroism in action in the presence of the enemy at the battle of Peking, China, 20 June to 16 July 1900. Assisting in the erection of barricades during the action, Private Fisher was killed by the heavy fire of the enemy.
