The President of the United States takes pleasure in presenting the Silver Star Medal to Philip D. Riley, First Lieutenant, United States Army. For gallantry in action on 26 July 1967 in the Republic of Vietnam. First Lieutenant Riley distinguished himself when, during an exchange of intense fire with an enemy force, a tank was hit with enemy rocket fire, caught on fire and was in danger of exploding. Three crew members managed to scramble to safety: however, the gunner was trapped inside the burning turret. Lieutenant Riley, undaunted by sporadic sniper fire, displayed great personal courage as he entered the flaming turret in an attempt to rescue the injured gunner. With complete disregard for his own safety, Lieutenant Riley braved the inferno and succeeded in helping to bring the man to a position just below the loaders hatch before he, dazed and almost asphyxiated, was pulled from the turret. Lieutenant Riley called for a dust off helicopter which picked up the three injured crew and then returned for the badly burned gunner who had been retrieved from the tank. First Lieutenant Riley demonstrated great courage and deep concern for his men, as he went to the aid of injured men with no thought of his own safety or life. First Lieutenant Riley’s gallant actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, the American Division, and the United States Army.
