Davis B. Wills

The Navy Cross is presented to Davis B. Wills, Major, U.S. Marine Corps, for meritorious and distinguished service as Chief Paymaster of the United States Marine Corps. Major Wills performed arduous and complex duties under most trying conditions. Displaying rare initiative and administrative ability, he organized and conducted his department in such a manner as to relieve combat units of a mass of detail and administrative work. He was tireless in devotion to duty, able in its execution.
