    The President of the United States takes pride in presenting the Navy Cross (Posthumously) to Earl W. Ferguson, Ensign, U.S. Navy (Reserve), for exceptional courage, presence of mind, and devotion to duty and disregard for his personal safety while serving on board the U.S.S. PERRY (DMS-17), in action against the enemy from 7 December 1941 to 28 April 1942, in the Philippine Islands. His conduct throughout was in keeping with the highest traditions of the Navy of the United States. He gallantly gave his life for his country.
