Kiefer, Lieutenant (j.g.), U.S. Navy (Reserve), for gallantry in action during the Japanese aerial attack on Oahu, Territory of Hawaii, on 7 December 1941. Lieutenant (j.g.) Kiefer helped maintain by hand, ammunition supply to antiaircraft guns until he was overcome by smoke and fire.
