The President of the United States takes pleasure in presenting the Navy Cross to Forrest Franklin Francis, Jr., Ensign, U.S. Navy (Reserve), for extraordinary heroism and distinguished service in the line of his profession while serving on board the Aircraft Carrier U.S.S. LANGLEY (CV-27), in action against the enemy on 24 June 1944, at Kazan Island. His conduct throughout was in keeping with the highest traditions of the Navy of the United States.
