    The Navy Cross is awarded to Chief Water Tender Francis H. Griffin, U.S. Navy, for exceptionally meritorious and distinguished service, and also for courageous conduct and devotion to duty as member of the crew of the U.S.S. Mount Vernon when that ship was torpedoed in. the Atlantic Ocean on September 5, 1918.
