The President of the United States takes pleasure in presenting the Distinguished Service Cross to Frank Melville Brown, First Lieutenant, U.S. Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Company D, 2d Battalion, 22d Infantry Regiment, Philippine Scouts, in action against enemy forces on 18 January 1942 at Abucay, Bataan, Philippine Islands. Seeing two Marines lying wounded only a short distance from the enemy positions, First Lieutenant Brown ran across open ground between the lines to the first Marine. Moving him back to the Filipino foxholes, under heavy enemy fire, he ran back for the second man. Because of the man’s severe wounds, Lieutenant Brown dashed back alone to the Filipino lines, picked up a stretcher, ran back through enemy fire and carried the wounded on the stretcher. First Lieutenant Brown’s intrepid actions, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
