The Navy Cross is awarded to Lieutenant Frederick P. Culbert, U.S. Navy, for extraordinary heroism on the occasion of the fall of the French dirigible Capitaine Caussin on April 25, 1918. Two of the crew of the dirigible were in the nose of the machine and jumped overboard immediately. Being encumbered by their fur-lined coats and boots they called for help, and Lieutenant Commander Maxfield went to their assistance. When he in turn called for help Lieutenant Culbert went overboard and swam to the assistance of the three who were in danger of drowning.
