The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Ensign Hugh Carroll Frazer, United States Navy, for extraordinary heroism in battle during the engagement of Vera Cruz, Mexico, 22 April 1914. During this engagement, Ensign Frazer ran forward to rescue a wounded man, exposing himself to hostile fire and that of his own men. Having accomplished the mission, he returned at once to his position in line.
