Jay Gould

The Navy Cross is presented to Jay Gould, Lieutenant (j.g.), U.S. Navy, for distinguished service in the line of his profession attached to U.S. Naval Forces in the waters of northern Russia and as aid on staff of commander of this force. He was under fire upon several occasions.
