The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Major John Curtis Gilmore, United States Army, for extraordinary heroism on 3 May 1863, while serving with 16th New York Infantry, in action at Salem Heights, Fredericksburg, Virginia. Major Gilmore seized the colors of his regiment and gallantly rallied his men under a very severe fire.
