    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Second Lieutenant John Joice Carter, United States Army, for extraordinary heroism on 17 September 1862, while serving with Company B, 33d New York Infantry, in action at Antietam, Maryland. While in command of a detached company, seeing his regiment thrown into confusion by a charge of the enemy, without orders Second Lieutenant Carter made a countercharge upon the attacking column and checked the assault. Penetrated within the enemy’s lines at night and obtained valuable information.
