    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Artificer Joseph A. Nolan, United States Army, for most distinguished gallantry on 29 May 1900, while serving with Company B, 45th Infantry, U.S. Volunteers, in action at Labo, Luzon, Philippine Islands. Artificer Nolan voluntarily left shelter and at great personal risk passed the enemy’s lines and brought relief to besieged comrades.
