The President of the United States takes pleasure in presenting the Navy Cross to Louis M. Fabian, Lieutenant Commander, U.S. Navy (Reserve), for extraordinary heroism and distinguished service in the line of his profession as the Senior Squadron Beachmaster, during action against enemy Japanese forces at Betio Island, Tarawa Atoll, Gilbert Islands, on 20 November 1943. Lieutenant Commander Fabian was undeterred by the fierce and determined opposition of enemy forces. His conduct throughout was in keeping with the highest traditions of the Navy of the United States.
