For gallantry in action on 5 April 1945, in Germany. When fire from an enemy tank on the leading elements of the column wounded the company commander and several men, Private Withey with complete disregard for his own safety coolly advanced to administer aid to the wounded. Despite the enemy fire he removed the men to positions of comparative safety and continued to assist them until the terms were compelled to withdraw. The outstanding gallantry and disregard for personal safety displayed by this enlisted man reflect the highest credit upon himself and exemplify the finest traditions of the armed forces of the United States.
