The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to First Lieutenant (Cavalry) Moses Harris, United States Army, for extraordinary heroism on 28 August 1864, while serving with 1st U.S. Cavalry, in action at Smithfield, Virginia. In an attack upon a largely superior force, First Lieutenant Harris’ personal gallantry was so conspicuous as to inspire the men to extraordinary efforts, resulting in complete rout of the enemy.
