The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Private Richard Conner, United States Army, for extraordinary heroism on 30 August 1862, while serving with Company F, 6th New Jersey Infantry, in action at Bull Run, Virginia. The flag of his regiment having been abandoned during retreat, Private Conner voluntarily returned with a single companion under a heavy fire and secured and brought off the flag, his companion being killed.
