General Order Number 672. Headquarters 9th Infantry Division (4 February 1968)

By direction of the President under the provisions of the Act of Congress, approved 9 July 1918, and USARV message 16695, 1 July 1966, the Silver Star Medal is presented posthumously to Richard Wayne Shiver, RA67084002, Private First Class E3, United States Army, Company A, 3d Battalion, 60th Infantry, 9th Infantry Division, APO 96373. For gallantry in action involving close combat with an armed hostile force in the Republic of Vietnam, Private First Class Shiver distinguished himself by exceptionally valorous actions on 10 January 1967, while serving as a Rifleman with Company A, 3d Battalion, 60th Infantry, 9th Infantry Division. During a firefight near an enemy infested landing zone, the forward observer and his radio-telephone operator received wounds and were unable to operate their radio. With complete disregard for personal safety, Private Shiver ran to their position and assumed the responbility of calling for support. Although having never called in artillery before, Private Shiver calmly and accurately directed fire upon the enemy positions. While moving out under concentrated fire to administer first aid to the injured, he was mortally wounded. Private First Class Shiver’s extraordinary heroism in close combat against a numerically superior Viet Cong force was in keeping with the highest traditions of the military service and reflect great credit upon himself, the 9th Infantry Division, and the United States Army.
