Williams, Brigadier General, U.S. Army, for extraordinary heroism in connection with military operations against an armed enemy, in action against enemy forces on 17 August 1943. Brigadier General Williams’ intrepid actions, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, his unit, and the United States Army.

Williams (0-86952), Captain, U.S. Marine Corps, for conspicuous gallantry and intrepidity in action while serving with Company B, 1st Battalion, 1st Marines, 1st Marine Division (Rein.), FMF, in connection with combat operations against the enemy in the Republic of Vietnam on December 23, 1969. By his courage, aggressive fighting spirit and steadfast devotion to duty in the face of extreme personal danger, Captain Williams upheld the highest traditions of the Marine Corps and the United States Naval Service.
