Ross, First Lieutenant (Corps of Engineers), U.S. Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Company C, 37th Engineer Combat Battalion, in action against enemy forces on 6 June 1944, in France. First Lieutenant Ross’ intrepid actions, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, his unit, and the United States Army.

His outstanding courage and determined skill were at all times inspiring and in keeping with the highest traditions of the United States Naval Service.
