The President of the United States takes pride in presenting the Navy Cross (Posthumously) to Ross T. Elliott, Ensign, U.S. Navy (Reserve), for extraordinary heroism and distinguished service in the line of his profession while serving on board the Destroyer U.S.S. EMMONS (DD-457), in action against the enemy on 6 April 1945. His conduct throughout was in keeping with the highest traditions of the Navy of the United States.
