The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Bugler Samuel Hoover, United States Army, for gallantry in action on 6 May 1873, while serving with Company A, 1st U.S. Cavalry, in action at Santa Maria Mountains, Arizona Territory. Also for services as trailer in May 1872.
