    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Sergeant Stephen Welch, United States Army, for extraordinary heroism on 8 May 1864, while serving with Company C, 154th New York Infantry, in action at Dug Gap, Georgia. Sergeant Welch risked his life in rescuing a wounded comrade under fire of the enemy.
