Tappan E. Francis

The Navy Cross is awarded to Ensign Tappan E. Francis, U.S. Navy (Reserve Forces), for exceptionally meritorious and distinguished service while in command of the U.S.S. C-254, engaged in the important and hazardous work of clearing the North Sea of mines.
