    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Landsman Thomas Mitchell, United States Navy, for gallant and heroic conduct while serving on board the U.S.S. Richmond. Landsman Mitchell rescued from drowning, M. F. Caulan, First Class Boy, serving with him on the same vessel, at Shanghai, China, 17 November 1879.

    The President of the United States takes pleasure in presenting the Distinguished Service Cross to Thomas Mitchell, Private First Class, U.S. Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with the 388th Infantry Regiment, 97th Infantry Division, in action against enemy forces on 13 May 1944. Private First Class Mitchell’s intrepid actions, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 97th Infantry Division, and the United States Army.
