The President of the United States of America takes pleasure in presenting the Navy Cross to Ensign William C. Van Vliet, United States Navy (Reserve Force), for distinguished and heroic service as an Aviator operating with U.S. Naval and French Aviation Forces. Ensign Van Vliet took part in a number of combats with enemy airplanes, and in attacks upon enemy batteries and trenches.
