    The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Lieutenant Wilmon Whilldin Blackmar, United States Army, for extraordinary heroism on 1 April 1865, while serving with Company H, 1st West Virginia Cavalry, in action at Five Forks, Virginia. At a critical stage of the battle, without orders, Lieutenant Blackmar led a successful advance upon the enemy.
